Artifact: financial_ai_refusal_gate_v1. This note separates a visible recommendation from an authorized financial action: the evidence date, missing evidence, uncertainty, refusal trigger, and prohibited action have to remain explicit before a workflow can move money or take risk.

Artifact

A recommendation is not an authorization.

Financial AI can produce a fluent answer from stale prices, partial information, or an unverified identity claim. The review object asks what evidence is current, what is missing, and which action remains prohibited before the output receives additional authority.
